截至2020年12月30日，美國已有280萬人接種新冠疫苗，遠落後原定2000萬人的目標。除施打進度嚴重落後，美國各州疫苗施打站也被民眾抱怨效率差，有人更反映長時間排隊將成防疫破口。

美國總統當選人拜登批評，川普政府疫苗發放計畫大幅落後，並表示他執政後將全力趕上預計進度，將在就職百日內分發1億劑疫苗。

拜登重申，「疫情最糟糕的時刻還沒過去」，並指出直到2021年3月，都可能難以見到疫情好轉跡象。

川普疫苗施打計劃嚴重落後

輝瑞疫苗首先獲得美國政府審核後，川普政府的疫苗分發計劃 「曲速行動」（Operation Warp Speed）便隨即開啟，表定計畫在2021之前為兩千萬人口接種，旨在使美國80%人口於2021年第二季前完成接種，免於疫情再創高峰。

根據該計畫，每天至少要有300萬人接種疫苗。

拜登2020年12月29日在德拉瓦州接受疫情簡報時，點出川普政府的計劃嚴重落後，並稱就職後將全力確保人人都接種疫苗，100天內將分發與施打1億劑新冠疫苗。

佛州民眾抗議施打效率差

《美聯社》（AP）報導佛羅里達州疫苗施打情況，現場民眾批評施打效率極差，更稱為了打疫苗而群聚的民眾，可能成為防疫破口。

69歲的受訪現場民眾哈德勒（Terry Beth Hadler）表示，為了接種新冠疫苗，在施打站旁停車場與其他數千名老年人排隊排了一整天，「不願意再來一次了」。

現場排隊等了14個小時的她透露，位於佛羅里達州博尼塔斯普林斯圖書館（library in Bonita Springs）的接種站有許多民眾等待不耐，開始亂插隊造成混亂，「恐怕根本是一場病毒傳播聚會。我嚇壞了。」

對於批評，佛羅里達州州長德桑蒂斯（Ron DeSantis）要求民眾保持耐心，並指出疫苗供應有限，「或許不是今天所有人都可以今天接受施打，也可能不是下周就可以。但是在接下來的幾周，只要我們繼續供應，就一定有機會。」

在佛州的醫護人員將率先獲得疫苗注射，接著輪到「65歲以上的居民」接種疫苗，與美國疾病管制與預防中心（CDC）的指導方針相反。

根據美國CDC建議，先給75歲以上的老年人接種疫苗，再給教師與一線醫護等必要人員等施打疫苗。

財政與技術困難　「自己想辦法」

布朗大學公共衛生學院院長兼衛生政策研究人員賈哈（Ashish Jha）博士說，目前最主要問題是，各州沒有從聯邦政府獲得足夠的財政或技術支持。

他說：「聯邦政府需要比州政府做更加積極的角色。但他們卻對各州說，『這是你的責任，自己想辦法』。」

賈哈表示，許多州沒有達到年底前的施打疫苗目標，官員將此歸因於後勤和財政方面的困難。

許多州缺乏聘用工作人員的資金，且保持疫苗低溫所需的設備也大大增加整個發放疫苗的難度。

另外，政府也必須投注心力追蹤疫苗接種者後續情況，以便能在第一次注射後的21天分配到所需的第二劑。輝瑞-BioNTech版疫苗與莫德納（Moderna）疫苗一樣，需要注射2次才能達到完整的預防功效。

南卡羅萊納僅3成疫苗受管理

南卡羅來納州州議員金普森（Marlon Kimpson）質疑，該州年底施打的11萬2125劑輝瑞疫苗中，僅中僅3萬5158劑受到管理。

金普森（Marlon Kimpson）透露，一些前線醫療保健人員正在拒絕接種疫苗，而有一部分人則正在休假。

紐約市市長白思豪（Bill de Blasio）則計畫，1月將為100萬居民接種疫苗。他表示這項任務需要外界的合作，若成功執行將能大大提升注射疫苗的機會。

數字低於期望　下周將加緊腳步

為防止新冠肺炎傳波，美國聯邦政府發起「曲速行動」（Operation Warp Speed）項目，，計畫採取政府和私人資金合作的方式進行，旨在加快疫苗的開發並且能夠達成大規模製造和銷售。

曲速行動的計畫執行長、美陸軍上將伯納（Gustave Perna）表示，截至2020年12月30日，美國已經運送了1400萬劑疫苗。據美國CDC數據則顯示，已進行280萬次注射。

曲速行動的首席顧問斯勞伊（Moncef Slaoui）指出，疫苗接種進度「數字低於我們的期望」，預計下周開始施打節奏將會加快。
