根據《衛報》（The Guardian）報導，美國總統當選人拜登（Joe Biden）16日宣布他的科學顧問團隊，並將升級科技政策辦公室（Office of Science and Technology Policy，OSTP）主任至內閣層級，成為白宮首例。拜登陸續公布「史上最多元」內閣名單，成員需等待他20日就任後經參議院同意才能就職。

拜登任命蘭德（Eric Lander）為白宮科技政策辦公室主任兼總統科學顧問，他將是擔任該職位、亦是內閣中第一位生物學家。拜登表示：「他是我知道最聰明的人之一」。

蘭德擁有普林斯頓大學學士和牛津大學博士學位，並在麻省理工學院（MIT）與哈佛大學（Harvard University）擔任生物學教授。他也是人類基因組計劃（Human Genome Project）主要負責人之一，繪製人類基因組圖譜，以及麻省理工學院與哈佛大學所合創博勞德研究所（Broad Institute）的創辦人。

另外，他曾在歐巴馬（Barack Obama）時期擔任總統科學技術顧問委員會（President's Council of Advisors on Science and Technology）共同主席。

美國科學促進會（American Association for the Advancement of Science，AAAS）執行長帕瑞克（Sudip Parikh）表示：「總統將該職位提升至內閣層級，清楚顯示政府打算在每次政策討論中都融入科學專業知識」。

拜登任命尼爾森（Alondra Nelson）為OSTP科學與社會副主任。她是社會科學研究會（Social Science Research Council）和高等研究院 （Institute for Advanced Study）社會科學學院的林德（Harold F. Linder）主席，研究科學、科技與社會不平等。

他還提名阿諾德（Frances Arnold）和祖柏（Maria Zuber）為總統科學技術顧問委員會共同主席。阿諾德是加利福尼亞理工學院（Caltech）化學工程師，且曾於2018年獲得諾貝爾化學獎，為首位獲得該獎項的美國女性；而祖柏則為麻省理工學院地球物理學教授兼研究副校長。

此外，拜登留用遺傳學家柯林斯（Francis Collins）為國家衛生院（National Institutes of Health）院長，他自2009年歐巴馬提名便一直擔任該職位。小泉敬（Kei Koizumi）為前AAAS科技政策資深顧問，將擔任OSTP幕僚長；而瓊斯（Narda Jones）將擔任OSTP立法事務主任。
